Scope insensitivity: failing to appreciate the numbers of those who need our help

Scope insensitivity (also called scope neglect) is a cognitive bias in which we fail to adjust our valuation of a problem in proportion to its actual scale. Because it grows worse as numbers grow larger, it systematically distorts moral judgment precisely where the stakes are highest — including, above all, animal suffering.
What scope insensitivity is
- Consider one billion animals, then one trillion. The second number is vastly larger, but most people cannot form a clear sense of the magnitude of that difference.
- Formally: people do not adjust their valuation of an issue in proportion to its size or scale. When comparing two quantities — especially very large ones — we fail to register the difference between them.
- The consequence is that we misjudge what we ought to do when large numbers of individuals are affected.
Why it happens
Failure of visualization
- The bias likely stems from our inability to visualize or imagine very large numbers.
- When we can’t picture a situation, we’re forced to grasp it abstractly and quantitatively — and abstract quantities rarely trigger a strong emotional reaction.
- By contrast, helping a small, visualizable number of individuals does produce that reaction.
- Too little emotional involvement can produce a failure to act. This makes scope insensitivity a driver of poor — sometimes very poor — decisions in situations where the aim is to help as many individuals as possible.
The representativeness heuristic
- To understand a problem, people tend to imagine a simple, typical example of it rather than working through the specific and possibly complex details.
- Like all heuristics, this is a useful shortcut: it shrinks problems to a manageable size and simplifies decision-making.
- But it misfires badly here — people confronted with 2,000, 20,000, or 200,000 victims visualize roughly the same scene, so their empathy is stimulated to roughly the same degree despite enormous differences in the numbers.
Warm glow and the collapse of compassion
- If a person’s real aim in an altruistic act is to feel good (or avoid feeling bad), they have no incentive to verify whether they are actually doing good or merely appearing to — because both feel the same, and the feeling is the bottom line.

The evidence: the oil-pond birds study
The founding study asked separate groups how much they would pay to save birds from drowning in oil-polluted ponds.

- If people genuinely valued each bird’s life equally, willingness to pay should have risen 10× for the second group and 100× for the third.
- Instead, respondents offered $2 less to save 18,000 more birds, and only $8 more to save 180,000 more.
- Effectively, each individual bird was valued less the more of them there were to save — a near-perfect inversion of what impartial concern would require.

Working around the bias — and the limits of doing so
- Because emotions play a central role in moral intuitions and decision-making, raising emotional concern for individual victims of large-scale suffering increases overall concern.
- Personal stories and vivid images motivate helping more effectively than abstract statistics — so advocacy can deliberately use single-individual narratives to keep emotion engaged when huge numbers are at stake.
- But this workaround has a hard ceiling: vivid individual stories are not always available. We may have none to offer when reasoning about, for example, possible new forms of suffering in the future.
Application: wild animal suffering
- Scope insensitivity is especially damaging where it biases us against helping animals in the wild.
- The scale involved is astronomical: the leading estimate puts the number of wild insects at around 10^18, and a majority of these animals die painful deaths within their first days of life.
- This quantity of suffering dwarfs anything we are accustomed to thinking about, so intuition provides no usable guide.
- Suggested corrective: deliberately adjust the initial emotional reaction using abstract understanding — imagine the largest number of insects you can, then consciously remind yourself the real issue is far larger than anything you are able to picture.
Conclusion: equal consideration
- Equivalent suffering deserves equivalent consideration, regardless of whose it is or how many are involved.
- In practice, valuations of individual lives and suffering are steered by moral intuitions shaped by non-rational mechanisms and emotions, producing partial judgments — scope insensitivity being one such mechanism.
- Therefore we cannot rely on immediate, intuitive decision-making for moral judgments involving large numbers. We must anticipate the bias and correct for it explicitly.
